DOVER, Del. — The Delaware House Revenue and Finance Committee will hold a hearing Wednesday at 3 p.m. ET on a bill that would make marijuana legal for adults and regulate it similarly to alcohol. The committee will hear testimony before voting on HB 110, also known as the Delaware Marijuana Control Act. If approved, it will move to the full House for a vote.
HB 110, sponsored by Committee Chair Helene Keeley and a bipartisan group of 13 co-sponsors, would allow adults 21 and older to possess up to one ounce of marijuana, including no more than five grams of marijuana concentrate. It would direct the Division of Marijuana Control and Enforcement, an entity overseen by the Department of Safety and Homeland Security, to enforce regulations on marijuana cultivators, product manufacturers, testing laboratories, and retail establishments, and localities would be authorized to ban or limit the number of marijuana businesses within their jurisdictions. Home cultivation of marijuana would not be permitted.
“A strong majority of Delawareans support making cannabis legal for adults,” said Maggie Ellinger-Locke, legislative counsel for the Marijuana Policy Project. “Cannabis prohibition has disproportionately impacted communities of color and failed to make any of Delaware’s communities safer. This bipartisan bill proposes a responsible and more effective approach to controlling cannabis.”
